The Parliamentary Action Support Program (PASP)

The Parliamentary Action Support Program (PASP) is a strategic initiative of the World Association for Development (WAD) designed to strengthen the role of national and regional parliaments in democratic governance, public accountability and sustainable development. It responds to major institutional challenges faced by legislative bodies, including limited access to continuous training, weak technical resources, insufficient budget oversight, low citizen participation and the growing need for institutional modernization.

Through an integrated approach, the program supports parliamentarians, legislative administrations and specialized committees in improving their capacities, modernizing parliamentary procedures, digitizing legislative work, strengthening oversight of public action and aligning national legal frameworks with the Sustainable Development Goals. It also places strong emphasis on public ethics, transparency, the participation of women and young people, and interparliamentary cooperation.

Implemented over a ten-year period, PASP aims to promote a modern, accountable and results-oriented model of parliamentary governance. By improving the quality of legislation, reinforcing institutional accountability and strengthening dialogue between citizens and their representatives, the program contributes to building more effective, open and resilient institutions capable of responding to the demands of sustainable development.
